libjasper-dev removed from 17.04

I have just noticed that libjasper-dev and related runtime packages have been removed from 17.04 of Ubuntu. and I require them to build OpenCV.

Have they been replaced by other packages?

On a more general note, is there an easy way to find out if, in a case such as this, if a package has been superseded or replaced?

Look at the publication history https://launchpad.net/ubuntu/+source/jasper/+publishinghistory (link in the top right corner of the main page https://launchpad.net/ubuntu/+source/jasper). Expanding the line for newest Ubuntu release (in this case zesty) shows

The title of the Debian bug report
"RM: jasper -- RoQA; dead upstrem, replaced by openjpeg"
indicates that openjpeg could act as a replacement to deliver the desired functionality.

Searching the 17.04 repositories for 'openjpeg' the only package that is returned is libopenjpeg5 but when I try to install it I get the error 'No candidate version found for libopenjpeg5'

Do exactly the same what I have described for jasper now for openjpeg:

Open the publication history https://launchpad.net/ubuntu/+source/openjpeg/+publishinghistory and expand the line for zesty.
