Why so old? Kea 1.3.0 came out on 2017-10-27.

Kea 1.3.0 came out on 2017-10-27 but even Bionic only has 1.1.0 from September of 2016?

Ubuntu is taking over some packages from Debian (to avoid double work), and as far as I can see, also the Debian kea packages are still on version 1.1.0

There is already a bug report in Debian https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=883016 but the new version has not yet been published.

Also Ubuntu already has a bug report bug #1704890 (when 1.2 was available).
