startup script does not read $INTERFACES value from /etc/default/isc-dhcp-server. Fails to start

On a fresh and fully patched install of Ubuntu 16.04.4 LTS, installing isc-dhcp-server creates a version that does not start. The /lib/systemd/system/isc-dhcp-server.service does not read /etc/default/isc-dhcp-server to find the value of $INTERFACES in the line

exec dhcpd -user dhcpd -group dhcpd -f -4 -pf /run/dhcp-server/dhcpd.pid -cf $CONFIG_FILE $INTERFACES'
