Manfred Hampl suggests this article as an answer to your question:
FAQ #3037: “no rolling release”.

Additionally you have to be aware that Ubuntu is copying packages from Debian, and also Debian has only version 2.17.2.
The first step to bring version 2.17.3 into Ubuntu is creating a bug report in the Debian bug tracker, that they upgrade their version. Ubuntu then will copy this new version into its development version (currently 21.10). An update in focal is not intended and will be done only if there are severe bugs resolved with the new version or if there is a very important functional improvement. See the links about SRU and backports in the FAQ linked above.

Hi Manfred, thanks for the prompt reply and pointers.

I checked, and the Debian package already has the new upstream version logged https://tracker.debian.org/pkg/irclog2html.

Are you recommending that I additionally create a bug for this ? (apologies for the newbie question, I'm really unfamiliar with the packaging processes of both Ubuntu and Debian, as you may have guessed already)

I am sorry, but I am not familiar with details of the ways if working in Debian.
You already have identified that the information about an updated version of irclog2html is available in Debian.
I do not know whether adding a bug report now is advisable.
I suggest that you wait for a reasonable period of time and only create a bug report if nothing is done until then.

If you need the updated version immediately, then you most probably have to go back to the original source.
