Ubuntu 18.10 failed to boot after intel-microcode update (Dell Vostro 3583, i5-8265U)

I've installed Ubuntu 18.10 on my laptop and update software. After that laptop can't boot. Google search bring me there: https://askubuntu.com/questions/1145856/ubuntu-18-04-fails-to-boot-even-in-recovery-mode-stuck-on-loading-initial-ram-d/1146150 Grub file editing works for me. I tried to install older version of micro code, but it's not exist. Tried the following:

$ sudo apt install intel-microcode=3.20190514.0ubuntu0.18.10.1

Current version of microcode is: 3.20190618.0ubuntu0.18.10.1

How can I fix this issue?

Ubuntu 18.10 is not supported any more (since July 2019), and the software packages have already been removed from the repositories

You should either install Ubuntu 18.04 LTS (standard support ends April 2023) or Ubuntu 19.04 (supported until January 2020), see https://wiki.ubuntu.com/Releases

I assume that Bug #1829620 is covering your problem.
