0.92 will not open svg in linux but will open it in windows

Hello,

I am working on a large number of svg files for my job. I have been converting cgm to svg with coreldraw, no problem. I then work on the svgs to modify, change colors, ect....

My work laptop is running windows 7 with inkscape 0.92 and it has no issues with working with the original files from coreldraw.

My work laptop was tweaking the svg files from coreldraw very slowly so I figure I would use my personal desktop to speed things up.

Both my personal laptop (Ubuntu 16.10) and my desktop (Ubuntu 16.10) are running Inkscape 0.92. However, neither one will open the svg files created in coreldraw.

Why does my windows version of inkscape 0.92 open the files and my ubuntu 16.10 inkscape 0.92 not open the files?

The ubuntu boxes will open the saved svg files that I have created using the windows 7 inkscape 0.92.

The error window on both Ubuntu boxes states: Failed to load the requested file and then lists the path to the file.

OK, did more testing and found out that if I set the saved svg from Coreldraw x7 encoding format to unicode - UTF-8 (original was UTF-16) Ubuntu Inkscape 0.92 will open it.

So why will inkscape 0.92 for windows open both UTF-8 and UTF-16, but Ubuntu Inkscape 0.92 only open UTF-8?

Another issue between the Inkscape 0.92 for windows and linux

Windows version is taking over an hour
    windows7
   8 processors
   32 GB RAM
   2 GB video CARD
   Set Priority to High

Linux version took less than a minute
  Ubuntu 16.10
  4 Processors
  4 GB RAM
  512 MB Video Card
  Default "normal" priority

OK I opened both the UTF-8 and UTF-16 in a text comparator and both are exactly the same except for the encoding. So the UTF-8 is 2 MB in size and the UTF-16 is 4 MB in size which accounts for the 8 bit characters and 16 bit characters sets.

So I am back to why the windows version Inkscape 0.92 will open both UTF-16 and UTF-8, but the linux version Inkscape 0.92 only will recognized and open the UTF-8?

Are you opening the files stored on an NTFS partition or are they stored in the home folder of your user?
