how to stop dhclient from starting during initrd?

Hi,

During boot, several computers will start dhclient to fetch an IP address, even though my root fs is not on the network. This behaviour is consistent even if I remove ifupdown (yes, some of my systems are that old). I must have tried everything. The only hint I found was the "device" in /etc/initramfs-tools/initramfs.conf, but I would like to *not* have a device try to get an IP address.
