Translation of software packages can be done following links inside the application itself. Usually you'll find this through Help > 'Translate this program' leads you to the correct site.

The translation of Ubuntu takes part here on Launchpad. You can find a list of available software packages here: https://translations.launchpad.net/ubuntu

As the 'translate' option is greyed out, it seems like you cannot contribute with any translations to this package.
