xstatic content in Horizon

I have a question about how xstatic works in Horizon. In my devstack set up I see xstatic packages installed in the horizon/static/horizon/lib directory. In our production Kilo set up these files are missing, but the xstatic packages are installed. What is the process that copies static content from the xstatic/pkg to the horizon/static/horizon/lib? Thanks.
