Is it possible to SCP files between two VMs, using cloud images, via heat?

If there are two instances created via heat using ubuntu cloud image. Is it possible to SCP files from one instance to another. As the ssh to any instance requires the private key instead of passwords or public keys.

Then make the keypairs available to both systems. If you use ssh-agent it will be handled for you

I meant can you SCP through the heat bash script within the same heat template? If yes, which parameters should be given to it?
