How disable policy ?

Hi,

I try to disable policy rules because I want my users can create stack without stack_user role.

I try to change

"deny_everybody": "!" with "deny_everybody": "@"

Or to remove "rule:deny_stack_user" from stack actions.

But no works, I have always Missing required credential: roles ['heat_stack_owner'].

Any ideas ?
