The package was removed with the reasoning "old gnome-panel 2 applet, unmaintained".
The package depends on some other packages, that are not available in higher Ubuntu releases any more (e.g. gnome 2 -> gnome 3). It seems that noone has done the required modifications to the package such that the dependecies could be fulfilled for the newer ubuntu releases.
