see the possibilities for requesting a SRU or backport in the FAQ linked above.

haskell-hledger is in the "universe" category, hence such changes depend on activities from the community.
I guess everybody would be grateful if you prepare an updated package yourself, e.g. in a PPA.

By not being a rolling-release distribution, it´s not expected to have updated packages of hledger in the default apt repository?
So I cannot have an updated stable hledger even after doing an apt update and upgrade command?

I am not sure if I was clear in my request.

I mean, I don't want to have it updated in Ubuntu release, but I would like to have it in the apt so I could manually update it.
This is not possible in a LTS release?

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later

There is no newer version of Hledger available in Ubuntu jammy, as long as nobody volunteers to build such version.

Maybe you can find somebody who creates a package of the newer version in a PPA, but due to the fact that Hledger is in the "universe" category (=community maintained), you cannot expect actions from Ubuntu side.

Ubuntu 24.04 (to be published in six weeks' time) will have Hledger 1.30.1 (or eventually higher). If you dare, you can already switch to the development version Ubuntu 24.04 now.

I need some guidance. Is there a new link ofhow can I submit a new compiled version? It's my first time trying to contribute.

There is no possibility to upload a compiled version to Ubuntu. The process is uploading source files, and then in a controlled environment the binary files are compiled from that source.
