Haskell version string too uncommon or non-standard?

I keep coming across popular haskell packages that will not build in 14.04 because of the version string. In ChicagoBoss

==> eunit_formatters (compile)
ERROR: OTP release R16B03 does not match required regex R15B0[^1]|R16B$|R16B[^0] |R16B0[^3]|R16B03-1|17
ERROR: compile failed while processing /home/z/ChicagoBoss-master/deps/eunit_formatters: rebar_abort

Is this something of a bug in Ubuntu or in the source tarballs?
