I can`t enable desktop effects on Ubuntu 7.10

I haven`t being able to run desktop effects on my desktop PC.
My specs are:
Epox mobo:AD580XR
CPU:Athlon64 AM2 4600
Mem:3 Gig. Corsair DDR 2 XMS
Video:PCIE ATI Radeon X 1600 PRO
HD:Western Digital Sata 160G Drive
Power Supply:600 Watts Antec

Have you installed the ATI drivers?
System > Administration > Restricted Drivers.
