unable to make system changes anymore

My computer lost power while it was installing a lot of updates and now whenever I try to mount my windows drive or install new software it says.
"E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report."
when i go to terminal and run 'dpkg --configure -a' it says
"dpkg: requested operation requires superuser privilege"
Any ideas?
