Hp scan jet not working

I have a hp 4400 c scanner and the device manager see it but when I run xsane scanner it says it can be done "no device available" I tried a post on site.
sudo chmod 660 /proc/bus/usb/004/002
and entered the password. It look like it took so I rebooted and it still gives me the error message.
I'm kinda new to Linux but I love Ubuntu.
I will appreciate any help.

I have a HP scanjet 2400 and it is also giving the same problem.
Device manager shows the scanner but xSane says no device found.

Almost 3 years later, no progress.... This problem seems to be just as present in Ubuntu 9.04 as it was in 6.06. What a shame.

I'll just try to sell this scanner and get a second-hand ScanJet 5590, which is supposed to be working perfectly, according to the comments on this page:

It works instantly with 9.10. If you really need the scanning function before finalized version upgrade, boot live for now and you can use your scanner. No driver needed to be installed- it just worked. Thank god- just recently got that printer/scanner because I really needed to scan some things.

I used unetbootin daily live to get it onto my flash drive and will use that for scanning until i do real upgrade.
