Could the gtk still support newest version for ubuntu 16.04?

Standard support has already ended for Ubuntu 16.04, see https://wiki.ubuntu.com/Releases

Ubuntu 16.04 is now in ESM status, see https://ubuntu.com/blog/ubuntu-16-04-lts-transitions-to-extended-security-maintenance-esm

You should consider upgrading your Ubuntu release and this will also update the version of gtk+3.0.
