Cropping does not work!

Dear groupers,

Whatever I try to crop an image it does not work. Is this a known bug or am I overlooking something.
BTW what is the intended difference between the Apply button and the Save button?

Select the region by dragging mouse over picture and press crop (in the upper left corner).
Apply just quits cropping tool, save quit the tool and saves the file to disk.
