gst-plugins-bad1.0 package

pkg-config file of gstreamer-opencv

Hi, currently i'm using gstreamer-opencv as my base class for developing my custom plugins.
But the gstreamer-opencv1.0 doesn't provide pkg-config file although it is already generated when building manually.
Is there any justification why there is no pkg-config file in distributed package?
