i dont have a live cd and my ubuntu 9.04 wont boot

it goes to grub loading stage 1.5 than goes to the ubuntu sign than it goes to boot from (hd0,0) ext3 0ac18842-d89d-4228-a709-6e08d751035f starting up ... [ 2.548067] io apic resources could not be allocated. init: gdm main process (728) terminated with status 1

I suggest you to upgrade, your version is no longer supported:

how do i do that if i cant even get on my cpu i am using my desktop rightnow but the ubuntu is on my laptop

Jaunty is no longer supported in any way. I suggest you get a friend or family member to make you an Oneiric CD and wip Jaunty out (be sure your backups are sufficiently recent) and reinstall Oneiric clean.
