Do you talk of Grub2 boot or of LightGDM login screen ?

By default, Grub2 doesn't record the state of NumLock. This is done by X11 server, when the graphic login screen show (LightGDM).
This allow to use direction key by default, and number are reachable at top left at keyboard.
I can do a search on documentation and Google, but before, why do you need numlock during boot (OS selection) step ?

Your BIOS probably contains a setting for whether or not Number Lock is to be activated when the computer is turned on. However you set that in the BIOS, GRUB2 will keep it that way.
