Which windows version? Vista?
Are you upgrading ubuntu or installing a new fresh install?

Have you tried using (auto) super grub disk?

http://www.supergrubdisk.org/index.php?pid=4

Also read this, really helpful information to reinstall your grub:

As I said, auto super grub disk can help you fix this: http://www.supergrubdisk.org/index.php?pid=12
It's a program that runs within Windows and can help you restore the proper settings for grub.

If you've just installed Ubuntu, I suppose you could delete the Ubuntu partitions that the installer created (WARNING! Be careful which partitions you delete!) using System > Administration > Partition Editor. Then you can restart the installation.

If the above doesn't help try reading sections in this wiki site:
https://help.ubuntu.com/community/RecoveringUbuntuAfterInstallingWindows
It contains information on how to reinstall grub by using the Live CD.
