grub install stalls displays error code 21. and won't allow vista

grub install stalls displays error code 21. and won't allow vista to operate
have partition HD, have Vista for Business one one partition [56gb] and have installed gOS on the other. [56gb]
the iso burned dvd disc works great.
have also installed gOS on the external HD [1tb], it also displays the same error code.
