Ubuntu 20.04 beta install crashes in grub-install step, maybe UEFI boot related issue

Ubuntu 20.04 beta (2020-03-31) install process crashes in grub-install step.
It may be UEFI boot related issue, because Ubuntu live USB was started in UEFI mode, but hard disk contained Windows 7 OS installed in BIOS mode and there is no ESP partition on hard disk.
I've selected advanced mode and choosed XFS file system for root.
I think Ubiquity should work correctly in such situation and simply install correct GRUB version - GRUB-EFI if there is an ESP partition and GRUB-PC if there are no ESP partition.

If you are booting in UEFI mode, you'll need to create the EFI partition for grub to install correctly. I will convert this bug to a question, as this issue is expected given the description of the bug.
