Are you dual booting the system with Windows?

Please don't post in all caps. It's harder to read and looks like you are shouting. SO DON'T

Thank you for your reply. My caps lock must have been on, sorry about that.
I have tried it both ways, (dual boot and a clean reformatted drive) same happens
but I have found it will install if when instalation comes to the screen where I can
choose a minimal install. Then after install I upgrade. It's kind a flakey, but it works. On the same machine 16.04.1 installs with a no problem.

Sounds like the grub-efi-amd64-signed cannot be installed to /target error?

I tried a new flavor today (Ubuntu 18.04.1 LTS Bionic Beaver) that would not install with the boot mode set UEFI but installed ok when changed to Legacy Support. I don't know about the grub efi you commented about but if you want
me to try anything, I'm happy to help.
