Updates in the Ltd releases of Ubuntu are rare.

If you report a bug and the bug and security fixes are significant then the package will be updated sooner rather than later

Groovy 2 has been out for a while though and is stable, surely we can get 2.4.x made available from the official repos?

So the question still stands, is groovy 2.+ ever going to be officially released on the official Xenial repos?

Ubuntu is no rolling release. Programs usually stay at the version that was deemed sufficiently stable at the time when the Ubuntu release was published. Newer version of a program will only be published with new Ubuntu releases.

If there are significant improvements in a new version justifying a SRU (see https://wiki.ubuntu.com/StableReleaseUpdates ) then this can be requested via a bug report.

Another possibility is a backport of the version for yakkety to xenial. This, too can be requested via the bug tracker.

And as a last possibility, you might look for a PPA. Maybe somebody else has already built such version, or you can create your own PPA and do that yourself.

So the answer to your question is: An update will only be done on request, and only if there is a good reason.
