Why hasn't grafx2 been updated to v2.4?

It's been almost five years since version 2.4 has been released. (01/10/2012)
Is there any particular reason why the ubuntu package hasn't updated?

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later

Ubuntu is inheriting packages from Debian. There is already a related bug report in Debian's bug tracker: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=702657
If you create a bug report for Ubuntu, you should include a reference to this Debian bug.
