What you write is contradictory.
A PPA (Personal Package Archive) can never be official.

See the publication history of the package for the reason why it has been removed:
(From Debian) RoM; RoQA; unmaintained, replaced by goocanvas-2.0; Debian bug https://bugs.debian.org/893758

There are already some PPAs with such package, see https://launchpad.net/ubuntu/+ppas?name_filter=goocanvas for a list of possible candidates.

PPAs come with the usual caveats associated with PPAs.

Sorry for the confusion about the terms I used. You're right they weren't appropriated.
Anyway, your answer makes sense for me and confirm my fear.
As my application is Gtk2 based with strong dependencies on goocanvas1, it means that I have to switch it to Gtk3 if I want to make it available on Bionic :-(
