(7, 9, 'No public key') error when trying to upload signed Code of conduct

I have uploaded my key, received a mail, verified the key. But now I cannot send the signed code of conduct.

Thanks Bhavani Shankar, that solved my question.
I encountered the same error. The problem was that I was signing the Code Of Conduct with the wrong pgp key. I just deleted the other pgp key (because it was a test key), signed the document with the right key, and it all worked fine.
