Intended deployment for Gnucash 3.x

I notice that gnucash 3.2 has made its way into Debian, and is apparently slated to enter the Universe repository for Ubuntu 18.10. This is great news. The version in Ubuntu is very out of date, and the previous alternative sources (getdeb and a launchpad PPA) seems to have died.

Can I ask whether it will eventually make it into 18.04, or even 16.04? Or is it just targetted at 18.10.

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner rather than later.
Ubuntu is not a rolling release distribution and packages can be left in favour of stability. This is especially true in the LTS releases.
