most likely because the person who wrote it speaks only english.
if you need an chinese to another language translation dictionary, you can find many of them on the internet. if you're living in china, i don't think the communist party bans these sites, so you can just google them some use simplified chinese, some use traditional, some use pinying. some even let you enter character strokes.

Stardict is a cross platform dictionary, but its a bit fiddly to set up. they have a page here, but the english version is hard to navigate:
