look up phrases in dictionary

While using DICTIONARY, we can find meaning of words. But, I would like to see the meaning of phrases often used in English, such as, 'rain cats and dogs', a drop in the ocean, make hay while the sun shines, etc, etc. Is this possible? If yes, how? If no, can this feature be incorporated?

Well! Thanks Marcus for your valuable reply. but I already know this. what I mean is 'this feature is not available in Dictionary of Ubuntu. Can it (meaning of English phrases) be incorporated in the Dictionary supplied with Ubuntu?'
If yes, please do so.

i doubt that is the purpose of dictionary. english is a very dynamic language and there are utterly millions of colloquial phrases and idioms that change constantly.
