remove hidden folder .nameprogram

previously I install a package program. I have uninstall completely from sinaptic. When I see my home folder and view hidden files, i can see folder .nameprogram.
Is that safe if I remove this hidden file for a program that has been removed.

Yes, you can delete it safely.
This directory will be having only the configuration files needed by that program.

Yes, it is safe, but then you will lose your personal settings and preferences that are related to that uninstalled program.

My Ubuntu only 10MB partition, only 1.5MB left.. I have to delete unnecessary files.
