.iso make bootable

 I had download ubuntu 9.04 as .iso format and also downloaded ubuntu applications packages in .deb format. Now I want to make ubuntu 9.04 bootable cd with adding these .deb packages with it . My intention is to install these .deb packages while the time of ubuntu os installation. please help me to solve this problem
