I lost a pdf document and need to access the download manager. How do I find it?

I cant seem to find the download manager unless I am finishing a download.
It shows previous downloads that I need to redo.

All that control/+
does for me is increase the font size.
I use firefox
Don't need the info now-re down loaded.
