The file whatever.po is not for install. It is only for the translation.

If you want to install support for another language, you can use System>Administration>Language Support.

To change language; log out, go to Options, then Language settings (or something like that)

There is no place to locate the .po file. It has only one purpose(to be translated).

This is how it works:
1.- you download the .po file
2.- you traslate the file into your language
3.-upload the .po file
4.-they use it to buil the translated package

into wich language you want to translate? and, wich ubuntu version are you using? you may look in launchpad at the translation level of a package you want.
What Bruce Cowan said work for me.

Can you help with this problem?
