bashrc doesn't exist

bash: -/.bashrc: No such file or directory
 what is the reason of the above error

talpur@talpur-OptiPlex-380:~/full_system_images$ ps

 1838 pts/2 00:00:00 bash
 2678 pts/2 00:00:00 ps

I make the mistake use the - sign instead of ~ with ~/.bashrc
