ubuntu 11.10: Oversimplified User Accounts control panel

The User Account control panel has been oversimplified and now it is impossible to do basic tasks like defining groups and assign them to users.
To do these basic tasks you are forced to use the command line.
Why??

Is there any way to restore these old functions in the Control Panel?

Yes, it's a strange omission.

You can install gnome-system-tools to get the old 'users & groups' config tool back again. It's in the repository.
