User-permissions

I would like to attempt to lock-down the desktop user's access to certain preferences. Ideally I would like the administrator to be the only capable account of changing the Network Proxy settings. Is there a way to accomplish this?

Go to System/Administration/Users and Groups and you can set the parameters.
