Updates on Software Center and Ubuntu Update Manager

I'm using Ubuntu 16.04 (Unity).
Just now, I opened update-manager to check if there were any updates available. There weren't.
However, just before finishing, I received a desktop notification saying that there were updates available.
I opened Gnome Software Center and there were indeed system updates.
Clicking the update revealed 2 packages (with changelogs), "apt list --upgradable" revealed more, so I assume all the packages were grouped into just 2 (source packages?).
The questions (or possible bugs):
1. Is Gnome Software ignoring phased-updates? (they didn't show in update-manager)
2. With Gnome Software, are there now 2 update managers installed? Why?
And why doesn't the notification inform the user how to install the updates?
