Why does this package depend on ubuntu-wallpapers

Why does this package depend on ubuntu-wallpapers? Is it deliberate choice or just overlook? I am trying to make vanilla gnome setup without ubuntu specific thing like wallpapers, snap, side bar. And just installing gnome-shell also brings ubuntu-wallpapers package which wasn't part of my plan. I think ubuntu-desktop instead should depend on ubuntu-wallpapers.

It is a deliberate choice. Just the way it is packaged.
I do not know if you can uninstall it without breaking the package.

Why do you start with Ubuntu? If you select Ubuntu, then you have to accept the Ubuntu-related modifications.
There are other possibilities for installing "vanilla gnome" than installing Ubuntu and then trying to remove everything that is Ubuntu-specific.
