power manager preferences does not show the "On Battery" tab

I just installed ubuntu on my notebook and I do not see the "On Battery" tab.

     Battery 1: charging, 0%, charging at zero rate - will never fully charge.
     Thermal 1: ok, 36.0 degrees C

 /etc/init.d/dbus restart
gnome-power-manager --verbose --no-daemon

then I restarted the gnome session
managed to get the battery detected and started working

I had the same problem. Followed your instructions. Works fine till I do not shutdown the system. The problem is back when I reboot after shutdown.
What to do now? All was working fine till I updated in Jan.
