APC UPS Power Statistics not present or recently refreshed

I am running Raring 13.04 (but this was not detected properly in 12.04 and I am just getting around to this now).

My APC SMT2200 is not being detected in Power Statistics to its full extent (present = no). It shows a device ups_hiddev0, type UPS. I've looked into using APCUPSD but it is not currently installed.

I followed most of the directions on https://wiki.ubuntu.com/DebuggingGNOMEPowerManager#Under_upower_and_DeviceKit-power_.289.10.2B-.29 to the extent I understand thus far in trying to debug.

I dumped the gnome-settings-daemon --debug &> g-s-d-debug.txt and see a line with

(gnome-settings-daemon:19523): power-plugin-DEBUG: Failed to get property 'Virtualization': GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.systemd1 was not provided by any .service files

I'm not sure if this is relevant to the issue of the non detection and I still need to look if there is a related bug. Not sure what this should be filed against. DBus?

I am also not sure why the last refresh date was Dec 31.

Thoughts on the DBus /systemd message and why the UPS is not listed as present in Power Statistics?
