how to install 9.10 themes and panel in 9.04 ?

You can download the themes from gnome-look.org and then just drag and
drop into the Apperance, go to System -> Preferences -> Apperance

yes, themes aren't different for specific distributive, they are common for gnome or kde in tar.gz (gnome-look.org or kde-look.org for example)
