Panels are gone, Alt+F2 doesn't work for terminal

I am using Ubuntu 9.10. I had a power outage and when the computer rebooted the desktop looks normal but the upper and lower panels are gone. I tried to follow one of the other solutions and fix it thru terminal but without the panels, I can't get to the terminal. Alt+F2 does nothing.

When I "Ctrl+Alt+Del" to restart, I get a message saying "Panel" program is still running but "Not Responding"

Hit Ctrl+Alt+F1 and login

Then

 sudo rm -rf .gnome .gnome2 .gconf .gconfd .metacity

Ctrl+Alt+F7 and login

but when I Ctrl+Alt+F7 I don't get prompted to log on

Okay, are the panels restored? Did you try and reboot?
