menu bar moves from top to side w/o permission

The menu bar moved from top to side w/o permission. I have not been able to move it back by any means, including all the suggestions I have already found found on various websites regarding the problem. What I need are some instructions and/or code to be entered via the terminal which will allow me to force the menu bar back to the top. Using the GUI approach DOES NOT WORK in my case.

At some point I did an OS update (but skipped a version - later I realized this is a NO-NO), and have had strange and random things happening ever since. Perhaps this is one of them. It happened once before, but I was able to move it by the conventional dragging it to the top. I am currently running GUTSY (v7.10)

CTRL + ALT + F1, login to your account, and run this command:

sudo rm -rf .gnome .gnome2 .gconf .gconfd .metacity

CTRL + ALT + F7
