a) Get the .bz2 package from the macromedia website open it and follow the simple instructions in the readme;

or

b) If you use Firefox installed in userland space, install Flash through FF's plug-in installation panel [Tools][Add-ons].

c) if you use Firefox installed with Synaptic (or aptitude) read my answer to #47068.

why you dont just install it via Synaptic or Console:

sudo apt-get install flashplugin-nonfree

or via the metapackage

sudo apt-get install ubuntu-restricted-extras
