workspace switcher no longer allows precise placement of windows

Ubunty Edgy. Workpace Switcher 2.16.1
I cannot precisely determine the placement of windows in the workspace switcher. I can move an application window to a different workspace using the switcher but no longer have any control over where it appears in the workspace.
In previously releases this was possible.
