If you are talking about gnome panels, you just have to click on it and the move it.

It doesnt work that way on 9.04 anymore. How do you do it now?

This is what I found:

- Right click on a panel and choose properties.
- Unmark the expand box. The panel will shrink and handles will show up at the ends of it.
- You can now drag the panel by a handle anywhere you want. You can move it to your other screen for instance. Change orientation in the properties if you like as well (horizontal/vertical).
- Finally you can choose to expand them again.

Among the comments to the mentioned article somebody points out it is actually as easy as holding the ALT key while dragging the panel. Indeed it is.

You can also middle-click drag to move them.
